SSA Blue Book: 14 Body Systems and What Qualifies

How the SSA Blue Book’s 14 Categories Determine Disability Benefit Eligibility

Phoenix, United States – May 23, 2026 / Pekas Smith: Arizona Disability Attorneys /

PHOENIX, AZ. Many applicants for Social Security Disability benefits operate under the assumption that a formal diagnosis is enough to secure approval. In practice, the Social Security Administration (SSA) applies a detailed framework known as the Listing of Impairments – commonly called the Blue Book – that requires specific medical findings, not simply a confirmed diagnosis. Pekas Smith, an Arizona disability law firm, has published guidance clarifying which conditions qualify under the Blue Book and what supporting evidence the SSA expects to see.

The Blue Book is divided into 14 adult body system categories, covering musculoskeletal disorders, special senses and speech, respiratory disorders, cardiovascular system, digestive system, genitourinary disorders, hematological disorders, skin disorders, endocrine disorders, congenital disorders, neurological disorders, mental disorders, malignant neoplastic diseases (cancer), and immune system disorders. Each listing outlines the diagnostic criteria, severity thresholds, and functional limitations that must be documented for a claim to be approved. A diagnosis alone is rarely enough. The medical record must demonstrate that the impairment meets or medically equals every criterion specified in the relevant listing.

Beyond the standard Blue Book listings, the SSA also maintains a Compassionate Allowances list, which is designed to fast-track claims involving severe conditions where the diagnosis itself satisfies the standard for disability. Conditions currently included on this list encompass certain aggressive cancers such as pancreatic cancer and acute leukemia, early-onset Alzheimer’s disease, ALS, and a range of rare genetic disorders. While the Compassionate Allowances program represents the closest the SSA comes to expedited qualification, it applies to a limited set of conditions and still requires supporting medical documentation to proceed.

“A diagnosis on the Blue Book is the starting point, not the conclusion. We frequently work with claimants whose conditions are on a listing but whose medical records do not document the specific findings the SSA needs to see. The difference between approval and denial often comes down to whether the treating physician’s notes capture the right details about severity and functional impact.” Tye Smith, Founding Partner at Pekas Smith

For applicants whose conditions do not satisfy a Blue Book listing, an alternative pathway exists through a medical-vocational allowance. Under this approach, the SSA evaluates the combined effect of a claimant’s impairments on their ability to perform past work or transition to other employment. This pathway accounts for a significant share of disability approvals nationwide and is especially relevant for older applicants and those with limited education or work history.
